This PR adds a missing default value for the CLI's
--registryoption and fixes failing tests. It pulls the test and CI fixes out of #68 by @razor-x to unblock other work and so #68 can focus on the deprecation issues.BREAKING CHANGE: dropped support for Node.js < 16
